Yingkiong Set for Large Anti-Dam Rally Despite High Alert

Yingkiong town in Arunachal Pradesh is preparing to hold a large anti-dam protest today after the Upper Siang district administration permitted the rally under strict conditions, despite the area being placed on high alert over concerns of potential law-and-order disturbances.

The demonstration is being organised by the Siang Upper Multipurpose Project Affected Area Youth Association, known as SAAYA, and the Youth Wing of the Siang Indigenous Farmers Forum, referred to as SIFF. This protest proceeds despite repeated calls from Chief Minister Pema Khandu for dialogue concerning the proposed 11,000-megawatt Siang Upper Multipurpose Project, which the government views as important for water security and hydropower generation. Previously, the district administration enacted prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, which banned gatherings exceeding five people, the carrying of weapons, and unauthorised public meetings and rallies, with these restrictions scheduled to stay in effect until November 10.

Tensions have been elevated in Yingkiong following violent anti-dam demonstrations that occurred during the Chief Minister's visit to the area two weeks ago, which included acts of arson, vandalism, and attacks directed at security personnel. In response to the ongoing situation, Chief Minister Khandu has invited key Adi community groups, such as the Adi Bane Kebang (United) and the Adi Students Union, to hold discussions about the controversial project. Furthermore, a stern warning has been issued stating that violence during protests will not be tolerated under any circumstances.

As anti-dam organisations move forward with their planned agitation, attention remains focused on Yingkiong as the administration works to preserve law and order while managing the widespread opposition to the large-scale infrastructure project.
